Why are there bees on the sidewalk and ground in los angeles?

Walking my dog in the morning and there are bees all over the ground. On the sidewalk and the grass. Seem alive. Did sting my dogs foot once. Why are there bees on the sidewalk and ground in los angeles?
There are bees (and wasps) that nest or build hives in the ground, in critter burrows, or built on something near the ground. My husband found that out when he was weed whacking one day. Oops.

It's getting colder, so the bees' activity level drops. They land wherever they can and don't have the strength to fly away.

You might also notice that there aren't nearly as many houseflies around these days. The cold, dry weather reduces their activity, too.
There has been a problem with honey bees dying off over the last couple of years in the western US. They don't really know the cause of it, but it's a big concern to many people, especially farmers. Try a web search to get more detailed info.
smog is to thick for them to fly
